Amendment to ban military sports sponsorship doesn?t pass U.S. House

The amendment to the 2013 defense spending bill that would have prohibited military branches from sports sponsorship didn't pass in the House of Representatives Wednesday night.

The amendment, which was sponsored by Rep. Betty McCollum (D, MN) and Rep. Jack Kingston (R, GA), fell 216-202. It would have cut more than $72 million from the proposed $608 billion bill. Supporters of the amendment argued that the return on the investment from sponsorships like on Dale Earnhardt Jr.'s car doesn't match the investment.

Racing would have been the sport most heavily affected by the cuts. Earnhardt and IndyCar Series driver JR Hildebrand are sponsored by the National Guard and NHRA driver Tony Schumacher is sponsored by the US Army. Ryan Newman is currently sponsored by the Army in the Cup Series, but the Army previously announced that it wouldn't be returning in 2013. The vote does not affect the Army's decision to leave the Sprint Cup Series, and it also said that it would be staying in the NHRA.

It was the third time that an amendment to ban sports sponsorships has been presented and defeated. However, the vote has gotten closer the last two times, so there's a fair chance that we'll see similar arguments in the near future, perhaps even on the next defense spending bill. Want to see how your representative voted? The House posts all vote results here.

Two drivers injured in practices for X Games RallyCross event

Practicing for RallyCross during this summer's X Games is proving to be a very dangerous, uh, practice.

The RallyCross track in Los Angeles has received lots of publicity for its life-size orange Hot Wheels loop, but two drivers have been taken to the hospital after crashes that didn't involve the loop. (The loop was used for a world record stunt Saturday. It's not part of the regular course.)

On Friday, Toomas Hekkinen (in the video above) was making a ramp jump and wasn't carrying enough speed. Because of that, his car crashed head on into the landing ramp and landed on the ground below upside down. Hekkinen fractured his left ankle.

Saturday, Marcus Grnholm was knocked unconscious and taken to the hospital after crashing. Grnholm had safely navigated a ramp jump and looked to be arcing out for the next turn and hit the base of a lightpole with the left-front side of his car. According to X Games officials, Grnholm is awake and alert and was undergoing further tests.

The X Games event is the third of five on the 2012 Global RallyCross schedule.

Lexus GS F Sport by Wald International

Launched late in 2011, the Lexus GS F-Sports has only received an upgrade package from Five Axis. The main reason for that, of course, is that the sports sedan doesn’t look like it needs any upgrades, unless you’re looking at it through the eyes of Wald International.

The Japanese tuner’s new "Executive Line" aero package is based mostly on upgrading the exterior of the vehicle. It consists of a new front spoiler, darkened headlamp and taillight bezels, new side skirts, and a rear apron with a diffuser. The car also comes with a new set of alloy wheels and, upon request, Wald International will add a larger boot spoiler and a new suspension kit.

To be honest, we would have loved a boost in power; maybe next time. For now, customers will have to settle for the standard 3.5-liter V6 engine that produces 306 HP.

Prices for the new Lexus GS-F Sport by Wald International will be announced at a later date.

Lexus GS F Sport by Wald International originally appeared on topspeed.com on Thursday, 19 July 2012 04:00 EST.

Chad Norris to take over as crew chief for Carl Edwards

Carl Edwards will have a new crew chief for the rest of 2012.

Bob Osborne, Edwards' crew chief for all but 27 races of his Sprint Cup Series career, is stepping down from his post atop the No. 99 pit box for medical reasons. Chad Norris will become Edwards' crew chief.

"I have had the pleasure of working with Carl Edwards for the past nine years and, during that time, my focus has been building a championship-caliber program," Osborne said in a release. "I'm proud of the 18 wins we've had together in Sprint Cup Series competition and our two second-place points finishes.

"At this time in my life, however, concerns with my health have necessitated that I change my role within the organization," Osborne added. "This transition is not an easy one, but I'm thankful to have the full support of Jack [Roush], Carl and the entire organization. I also have every confidence in Chad Norris, and I look forward to working with him as we continue to pursue a championship in 2012. I also appreciate the privacy and respect that the community will give me and my family during this difficult time."

[Power Rankings: When in doubt go with Jimmie Johnson]

Osborne will remain with Roush as a senior member of the company's management team and steering committee. Norris has been with Roush Fenway since 2005 and was in charge of Roush's R&D team and was the crew chief for Ricky Stenhouse in the Daytona 500.

Edwards, who finished second to Tony Stewart in last year's Chase, is currently in 11th place in the Sprint Cup points standings ?46 points behind 10th place Brad Keselowski. However, Edwards is currently sitting outside the Chase at the moment with zero wins. His last win was at Las Vegas back in March of 2011. Stewart and Edwards were tied in the points column at the end of last season, but Stewart had five wins to Edwards' one.

[Related: Kevin Harvick creates Twitter handle for his newborn baby]

Following a 20th-place finish at Kentucky in which Edwards had to stop late for fuel, Edwards backed Osborne, calling him the best crew chief in the business and urged his team to stick together.

"I cannot say enough good things about Bob Osborne," Edwards said in a statement. "I'm so thankful for what he's done for me as a driver, and he is without a doubt one of the smartest guys in the sport. I'm also appreciative of the fact that he'll continue to be a resource for me and our team as we focus on these final races. We're very fortunate to have Chad Norris as part of our organization to take over for the No. 99. I've known Chad for a long time and he is a fierce competitor. We've got our work cut out for us over the next seven races, and I've got every confidence Chad can lead our team to where we need to be."

Will Norris be the spark that Edwards needs over the final seven races to snag a wild card or move into the top 10?

Brad Keselowski wins third race of the year, cements Cup cred

For a track already infamous for concrete-thick gridlock outside the grandstands, Kentucky gave us a race on Saturday night as wide open as rush hour on a holiday.

Brad Keselowski proved he's not just a legit Chase contender but a potential championship one, winning his third race of the year while driving a backup car and manipulating his fuel situation. With big guns like Kyle Busch, Jimmie Johnson and Denny Hamlin suffering setbacks that kept them out of the lead, and with Kasey Kahne and Dale Earnhardt Jr. unable to close the gap, Keselowski thoroughly dominated the final third of the race.

[Related: Results from the Quaker State 400 at Kentucky Speedway]

Hamlin wasn't able to build on what he'd hoped would be a marquee day, the announcement of the extension of his contract with Joe Gibbs Racing. "When you know you're locked in and know you're going to race where you're going to race for a really long time, and honest people at Joe Gibbs Racing and FedEx have your back a long time, it's a good feeling," he said. "We're really blessed to have the partnership that we have ... and a team that's capable of winning a championship. That's all I can ask for. So it's up to us to get that done from here on out." Hamlin now sits 5th in points, and appears a lock to make the Chase.

Kentucky spent untold amounts both in trying to rectify last year's disastrous parking nightmare and in trying to get out the word about all the changes. And indeed, there were no reports of problems getting into the track ... in part, at least, because attendance appeared to be far short of last year's total. Some of that dropoff is to be expected when you go from an inaugural race to a second one, some is attributable to the triple-degree heat, but some is certainly because of the problems from last year. Post-race, Twitter had no reports of drivers trapped in their vehicles or unable to leave the track.

The drivers didn't have a whole lot of trouble getting around Kentucky for the most part, either. Wide-open racing at the 1.5-mile track didn't produce a whole lot of drama; indeed, for much of the race it felt like a Formula 1-style "who makes the errors in the pits?" kind of race. Any driver able to find clean air could get distance on the field, and the drivers, like Busch and Keselowski, who could restart strong after one of the few cautions were able to grab and hold the lead ... and he did so in a backup car courtesy of the, in his words, "badasses" of his team.

[Related: Carl Edwards sounds off after another disappointing finish]

"They put together a back?up car from last year in 100 heat in an hour's time?? not even an hour," Keselowski said. "It was like 40 minutes. I wish I had a stopwatch for that. Got it on the racetrack and got to run our laps for practice to make the adjustments we needed to be fast today. And that's what badasses do, and that's what got us to victory lane today, and I'm proud of these guys for it. I'm proud of them. Damn proud of them. I think that sums it up."

This sets up an interesting final nine races of the regular season for Keselowski. If he's able to stay in the top 10, and he's 34 points ahead of 11th right now, he'd get bonus points for the three wins. That at the moment would put him in the series lead. Fall out of the top 10, and he'll still surely make the Chase, but without the bonus points.

Either way, Keselowski showed he's now legitimate championship material. As Tony Stewart proved last year, a driver that can win at any time is more valuable than a consistent finisher, if only barely. And Keselowski now adds a 1.5-miler to his short track and his superspeedway victories this year. That's not a bad year's work, and we're not even halfway.

Clint Bowyer wins relatively bumper-car free race at Sonoma

The beating and banging that was widely expected Sunday afternoon at Sonoma really didn't materialize and the driver who dominated the race and ended up in victory lane wasn't one of the ones widely considered a favorite.

Using a two-stop strategy, Clint Bowyer assumed early control of the race after polesitter Marcos Ambrose faded from the lead 13 laps into the race and stayed there as pit stops cycled through and hung on to the lead on a green-white-checker finish, holding off Tony Stewart to win the Toyota/SaveMart 350K. The win was Bowyer's first on a road course and he became the eighth winner in the last eight races at Sonoma.

[Related: Danica Patrick spun out on final lap in Nationwide Series]

Believe it or not, the strongest threat to Bowyer's dominance in the waning laps of the race was Kurt Busch in his second race back from his one-week NASCAR suspension. Busch, the race's defending champion, closed onto Bowyer's back bumper with his underfunded and sponsorless red Chevy with 12 laps to go, but never was able to outbrake Bowyer on corner entry. After an apparent rear-suspension issue over the final few laps, Busch finished third.

There's no disputing that Bowyer and his car were king on Sunday. But part of the reason that he was able to lead, and lead large, for a race-high 71 laps was because of the lack of contact that we've become accustomed to at Sonoma and Watkins Glen, the two yearly road course visits on the Sprint Cup schedule.

In each of the previous five Sonoma races, there were at least five cautions. This year's race produced just two cautions, one for Tomy Drissi's crash into the tire barrier and another for an incident between Paul Menard and Kyle Busch with four laps to go. That's the fewest number of cautions in the track's history.

Why? Well, there weren't any cautions because there weren't any cautions. Because of the difficulty to pass with the current car and configuration (and parity) in the Sprint Cup Series, the usage of the chrome horn to complete a pass had almost gone from an "only when necessary" proposition to a necessity. That was especially true on the laps following double-file restarts, when multiple positions could be made up in the course of a single corner. That led to paybacks (see Vickers v. Stewart) and flaring tempers. (Said v. Biffle)

But at the beginning of Sunday's race, drivers seemed hellbent on exercising patience, getting strung out fairly quickly and easily making and conceding passes when the opportunities presented themselves. The first 82 of the race's scheduled 110 laps were run under green, which meant that thanks to the proliferation of green-flag pit stops and differing pit stop cycles, there were entire seconds of space between cars instead of mere tenths. The race's only real madness came on the penultimate lap ? immediately after the final restart ?when a handful of cars got together and went off-track. (The big loser in that affair was Dale Earnhardt Jr., who went from a potential top 10 to a 23rd-place finish.)

Will we see this kind of patience at the Glen in seven weeks? The early guess here is no. That race is just the fourth before the Chase begins and in the next six races the battle for the wild card could be clearer. Or, if we continue at our current pace ?four drivers between 11th and 20th have a win and no one has two ?it could be a lot murkier. No matter the situation, there's likely to be more urgency, whether it's for Chase seeding or a Chase berth altogether. At this point, Sunday's relative lack of carnage seems like an outlier. But we'll have to see if it was, or this was a preview of a newer, cleaner brand of road course racing.

The battle for the top 35 is hardly a battle at all

The much-discussed deal between Tommy Baldwin Racing and Stewart-Haas Racing to keep the No. 10 car in the top 35 in points this season to guarantee a spot in the 2012 Daytona 500 is going swimmingly. The No. 10 is 33rd in the owner's points standings, 80 points ahead of 36th place, despite the lack of a top-20 finish through the first 17 races of the season.

Why such a large gap? Well, it's pretty simple.

Eight cars started and parked at Kentucky on Saturday night. Given that the full starting field for a Sprint Cup race is 43, you can do the easy math and realize that yeah, just simply outlasting the start and parkers on Saturday was a guaranteed 35th-place finish at the minimum. Heck, when Tony Stewart had EFI problems on Lap 27 and slowed and went to the garage, he only fell to 41st. And last week at Sonoma? Joe Nemechek parked his car after one lap.

No, this isn't a crucifixion of the start-and-park practice. Given the current payouts in NASCAR, it make financial sense for sponsor-less teams on a shoestring budget to save money on tires and engines and call it a day shortly after the green flag on a regular basis. Very few, if any, drivers actually want to run five laps and quit. (It can be argued that some teams have made starting and parking a profitable practice. But, that's for a different day.)

Plus, car counts are down, so starting and parking isn't as dangerous as it once was. Forty-five cars were entered at Kentucky; 44 cars are entered for Saturday's race at Daytona. Outside of the Daytona 500, which featured 49 entries, the highest car count has been 47.

Tommy Baldwin Racing's other car, the No. 36, primarily driven by Dave Blaney, is holding the previously treacherous 35th spot. (The 36 is the car that would have won the Daytona 500 if the race had been called because of the jet dryer fire.) Its margin over the 36th place No. 33 car is a comfortable 65 points. How comfortable? Well, the No. 33 has earned 67 points in its last nine races. Yeah, unless something drastically changes, it's safe to say the top 35 for 2012 is set.

NASCAR says no to the idea of mandatory cautions

Bruton Smith's suggestions at Kentucky served as almost a week's worth of NASCAR fodder. And according to NASCAR president Mike Helton, that's about as much impact as they'll have.

On Saturday before the race at 1.5 mile Kentucky, a track that Smith's Speedway Motorsports Inc. owns, he brought up the idea of mandatory cautions to potentially break up long green flag runs -- like the long green flag runs that have become common so far in 2012.

From the Associated Press:

''NASCAR fans want the event to unfold unartificially,'' Helton said at Daytona International Speedway. ''The racing that goes on on the racetrack under green is as exciting as any in motorsports. Sports is a true reality show as it unfolds ... you have to be careful when you think about artificially creating the outcome of that.''

And that's the right move. For NASCAR to give any validation to the idea that another form of "competition" cautions should be added into the mix to create more excitement would be foolish, dangerous, and even outright absurd.

Smith does have a point -- with the current configuration of the cars and the type of intermediate tracks that dominate the Sprint Cup schedule, there have been times that the racing isn't what you would call visually compelling, even if drivers on the track would argue otherwise. However, preplanned cautions to bring the field closer to together, and by default, create more action and passing, would be like renovating a skyscraper with a crumbling foundation.

Instead, there are a couple logical solutions. The first is to continue to find ways to make the product on the track produce more side-by-side racing through changes to the tires and the cars, like what NASCAR did before Kentucky in adjusting the sway bar and side skirt requirements. Yeah, those rule changes didn't look like they had any effect on the parade-like atmosphere at Kentucky at times, but it's a much more sensible step than just tossing out additional yellow flags. Another is to find a tire that has significant wear, forcing drivers to manage their tires significantly more. While durability has been a non-issue, the increased durability has also meant a harder tire compound.

And as the long green flag runs have been proliferating, the number of commercials shown during a green flag run has as well. I'm no TV executive, but I do understand commercials' purpose in the live-sports business model and that more green flag racing equals more green flag commercials. But, what if NASCAR incorporated the "TV timeout" model into its current caution structure and deliberately lengthened the length of caution flags to make sure that broadcasters were able to cram in as many commercials as possible during a yellow?

Through the first 17 races of the season, Sprint Cup races have averaged 5.5 cautions a race, with the most coming at Daytona (10), and the fewest at California (1, when it started to rain and the race was eventually called). Four races so far have had three or fewer cautions.

A caution flag lap at a 1.5 mile track (assuming the caution car is going 50 MPH) is approximately 108 seconds per lap -- or a little more than three 30 second commercials. According to CawsNJaws, 58 of the 183 minutes of the Kentucky race broadcast were commercials. The race featured four cautions for 24 laps. (Though 10 of those laps were in the final caution flag because of a long cleanup.)

If a network used a lap at the beginning of each caution period to show pit stops and discuss strategy, and a lap at the end to catch viewers up on the running order before the green, that left 16 caution laps at Kentucky for commercials -- or almost 29 minutes. If each intermediate track caution flag was extended two laps, that would have allowed another 12 minutes or so of commercials, leaving just about 17 minutes of commercials during green flag racing at the Kentucky race ad ratio.

It's likely not a foolproof plan; extending cautions for commercials at the end of a race with fuel mileage implications would be dicey at best, and like I said, I'm not a TV executive, so there's likely something I'm overlooking. But I'm willing to bet that for most fans, a purposeful increase in caution flag lengths for more commercials would be a worthy tradeoff for more viewable green flag racing. Especially if that racing is fun to watch.

Thoughts? Do you like the idea of mandatory cautions? Should NASCAR reconsider? Drop us a line below.

Scary moment on Daytona pit road as Ryan Newman nearly takes out pit crew member

Almost a very scary moment at Daytona on Saturday night as Ryan Newman found himself spun around on pit road. And if there's one place you don't want to be traveling backwards at high speed, it's the one place on the track where there are actual unprotected people walking around. Some fast dancing by the men on pit road averted disaster, but still ... whew. This could've been a whole lot worse.

Caterham Confident Of Securing Points

Caterham technical director, Mark Smith, is confident that the team are close to securing their first points of the season. The Malaysian-owned outfit introduced a new aerodynamic set-up at Silverstone last weekend, however weather conditions, and an engine issue for Vitaly Petrov, ruined what looked to be a promising event for the team. Despite this [...]

Will Power breaks out the double middle finger salute again; this time towards EJ Viso

Very rarely is a sequel more subtle than its precursor. Very rarely is a sequel organic. And Will Power, yours was both during Saturday night's Izod IndyCar Series race at Iowa Speedway and we thank you for it.

Last summer at New Hampshire, Power became somewhat of a sensation for his double middle finger salute towards IndyCar officials after the series tried to finish the race under green on a damp track, causing a major pileup. Power flipped them again on Saturday, giving E.J. Viso the treatment in response to Viso's gesture towards him.

Power and Viso had just made contact in turn one, as Viso was on the inside of Power. The contact sent Power around and both drivers into the wall, with Viso's car ahead of Power's. As TV cameras were focused on Power, he flipped up his visor, unhooked his steering wheel and BAM, the double barrel salute subtly appeared. And then it disappeared. In fact, if you rewound your DVR, you may have had a hard time finding it. It existed for just a couple frames.

Viso's car ended up ahead of Power's on the track. It wasn't visible in the initial camera shot, but on replay, when Viso climbed from his car he gestured toward Power while pointing at his helmet, intimating that Power needed to use his head. Power responded with his trademark, and then Viso got the last motion with a gesture towards, uh, down there. (After he emerged from the infield care center, Power said he had simply lost the car, and then after looking at replays, apologized to Viso for not seeing him on the inside.)

Will, you're now the master of the exuberant and the low-key double bird flipping, perhaps the best road racer in the IndyCar Series and you can extinguish your own engine fire. Don't stop being you.
